Investigation underway after child walks out of Pa. KinderCare facility alone

A Montgomery County daycare is under investigation after a child was found wandering outside the facility alone last week.
The Pennsylvania Department of Human Services confirmed on Monday, July 27 that it is investigating the KinderCare in East Norriton Township after the incident on Friday, July 24.
A KinderCare corporate spokesperson told NBC10 that a child was able to leave the center unattended late Friday.
KinderCare said keeping children safe is its top priority and that it is taking the incident seriously as it works with state officials to review what happened.
East Norriton Township police were seen at the daycare Monday afternoon. NBC10 contacted the department to find out whether officers had been called about the incident. At the time of those calls, police said they had not been contacted.
Dennis McAndrews, a former prosecutor and education law expert, said it is common for the state to take the lead in investigations like this.
“I would expect the Department of Human Services to use their own investigators to go and evaluate the situation: Why it happened, how long it was occurring, what the level of danger was the child,” McAndrews said.
He said the law requires daycare staff to report incidents immediately.
“Whoever has knowledge of it is required to either report it or ensure that it is reported by a superior,” McAndrews said.
According to a public records search, the facility has a four-star rating and has not had any previous reported incidents like this.
McAndrews said criminal charges are uncommon in cases like these.
KinderCare said it is using the incident as an opportunity to retrain all staff on safety and security.
“Late Friday afternoon, a child was able to leave the center unattended. Thankfully, another KinderCare teacher safely returned the child to the center, but this should not have happened. The teacher involved has been placed on administrative leave and will remain out of the center while we, along with our state agency partners, review exactly what happened,” a spokesperson with KinderCare wrote in a statement to NBC10.
