Months before he was fatally shot at a city-owned maintenance yard office, Joey McLean warned human resources that the employee now accused of killing him him, Brysen Kim, was armed at work, according to newly released public records.

“My fear is based on a combination of specific, verifiable factors that make Brysen’s behavior extremely dangerous,” McLean wrote on Feb. 24.

In the email, McLean included a bulleted list alleging that Kim outweighed him by 60 pounds, had displayed unpredictable and aggressive behavior, and carried a concealed weapon. The message was part of more than 1,000 pages of documents made public by city officials that include emails, handwritten notes and other writings from the two men documenting a monthslong workplace conflict.

McLean added, “As an essential interim measure, I must be completely separated from Brysen Kim.”

This was the second instance in which McLean expressed a desire to be transferred. On Feb. 12, McLean wrote to city officials requesting an “urgent” transfer to another shift due to an “unforeseen emergency.”

Letters authored by Kim also expressed safety concerns.

In early February, Kim submitted several written complaints accusing McLean of harassment. He detailed an incident on Feb. 13, in which McLean accused Kim of using steroids and told Kim he’s “not going to win.” Kim’s account was supported by a witness statement from another employee.

“Joey McLean sent me a message after work accusing me of all kinds of things and attacking me personally about my religion, my relationship with my wife, my lifestyle,” Kim wrote on Feb. 14, referencing another incident that occurred Feb. 9. “I know he wanted a reaction from me.”

McLean was placed on administrative leave on Feb. 26 pending the city’s investigation. McLean’s wife has disputed Kim’s harassment claims.

Kim, 31, is accused of fatally shooting McLean, 41, on June 12 at a city maintenance yard in the 400 block of North Seventh Street, near East Mesquite Avenue.

The city’s policy states that firearms are prohibited at work, except for employees whose roles require carrying, such as city marshals, or those with sheriff-issued concealed-carry permits.

The policy also says that if an employee displays or waves a firearm at work, disciplinary action will be taken.

It notes that employees with concealed carry permits must keep their firearm under their control and fully hidden on their person at all times.

Kim, who pleaded not guilty this month, has been placed on leave without pay.

Kim also repeatedly sought a transfer off McLean’s team, most recently four days before the shooting. He wrote that months of complaints to management and human resources had gone unaddressed, leaving him feeling unsupported.

“This situation has reached a breaking point for me,” Kim wrote. “I have cooperated with every request made by management and HR, participated in the processes that were outlined for me, and provided information regarding my concerns. Despite these efforts, there has been no meaningful resolution after approximately six months.”

The records also chronicle repeated confrontations between McLean and his crew leader, Melvin Segovia.

Segovia wrote in a statement to his supervisors that on May 22, McLean refused to operate a vehicle that he was assigned to, citing safety concerns.

Segovia then told McLean that he could fill out an application for leave, which McLean did. On the application, McLean wrote that he did so “under protest” and was “willing, able, and ready to work.”
