Chester County man faces more than 80 charges in sex assault case

A Chester County man accused of sexually assaulting children and adults appeared in court Friday as prosecutors urged the public to help identify additional possible victims.
David Rosa faces more than 80 criminal charges, including rape of a child. During his court appearance, Rosa covered his face as he was escorted back to jail.
Chester County District Attorney Chris de Barrena-Sarobe said investigators believe there are more child and adult victims who have not yet been identified. Prosecutors released several photos of Rosa taken over the years in hopes someone will recognize him and come forward.

Resources for victims of sexual assault are available through the National Sexual Violence Resources Center and the National Sexual Assault Telephone Hotline at 800-656-4673.
Barrena-Saroba said Rosa changed his appearance over time. He also said he worked as a residential painter and handyman and has had various addresses in Philadelphia, Allentown, Malvern and Saylorsburg.
“We don’t see cases like this. It’s really important that we are there for victims,” the district attorney said. “Someone who is sexually abusing children and adults is actually something that we don’t encounter very often.”
The district attorney said investigators have evidence spanning a long period of time and believe Rosa may have operated in multiple counties.
“We have an idea that he was operating in multiple counties at times and living there and doing work and having access to people. So we want to make sure we get justice for as many victims as possible,” Barrena-Saroba said.
According to law enforcement sources, the investigation began with a cyber tip. Detectives investigating reports of child sexual abuse material allegedly shared over the internet were led to Rosa, who was charged in April with possession of child sexual abuse material.
Prosecutors said the investigation expanded as detectives examined Rosa’s online activity, leading to the additional charges.
“A lot of these cases do spiral and the offenses expand. This just expanded beyond our wildest dreams,” the district attorney said.
Investigators are asking anyone with information about Rosa or who believes they may have been a victim to contact the Chester County District Attorney’s Office.
