Connecticut is looking to stop numerous prediction markets from running what the state is calling illegal activity here.
State officials said it sent cease-and-desist orders to nine companies. The Connecticut Department of Consumer Protection (CT DCP) said those nine companies were operating illegally in the state, including Robinhood, Polymarket, and Coinbase.
Officials said prediction markets that offer sports wagers in Connecticut violate the state’s gaming and unfair practices law. That can include people under 21 taking part and allowing wagers on state collegiate sports.
“They’re indistinguishable from sports wagering, except they don’t have consumer protections and they aren’t adhering to our laws, our regulations, or our technical standards,” said Consumer Protection Commissioner Bryan Cafferelli.
Robinhood, Polymarket, and Coinbase told NBC Connecticut that federal authorities regulate prediction markets. CT DCP also announced it issued nearly 30 subpoenas, including to media organizations, saying the subpoena targets are not under investigation but may have information relevant to the case. NBC Connecticut is included on the list.
CT DCP said the state is interested in learning more about how the sites operate and advertise.
The state previously sent similar cease-and-desist letters to three other sites, including Kalshi. That platform is now involved in lawsuits with Connecticut.
“The district court, in one of the strongest rulings in the nation, said look, these prediction markets don’t belong here. It is gaming, sports wagering through and through Connecticut,” Cafferelli said. “[We] have every right to enforce their laws. So, guess what? We’re enforcing our laws.”
Kalshi said that trying to block regulated exchanges could push markets offshore with no safeguards.
