How to begin building an AI tool

Hi there,
I am thinking of creating a simple AI tool in which a user uploads a photo and then AI turns this image into a specific type of image.
I know there are tools that do this already, but wanted a small project to work on an learn a bit about AI development.
What would be the best way/place to start?
