Franklin Co. Dog Shelter over capacity, waiving adoption fees after large July 4 intake

COLUMBUS, Ohio (WCMH) -- The Franklin County Dog Shelter said it’s over capacity and crews are strained trying to keep up with the animal intake since the Fourth of July.
