• Dozens of House Democrats are urging the Trump administration to abandon its proposal for a governmentwide non-disclosure agreement. The lawmakers say an NDA for federal employees would only serve to intimidate and silence them. They are demanding details on the scope of the proposed NDA, and how workers would still be able to make protected disclosures. Lawmakers sent their demands in a letter to the Office of Personnel Management, after the proposed NDA plans were released last month.
• FedRAMP is out with a new set of rules for agencies and cloud service providers. The cloud security program, known as FedRAMP, is ending the "Ready" program and the Rev 5 certifications over the next year as part of its new consolidated rules for 2026, released last week. The program management office said it will stop accepting FedRAMP Ready submissions after July 28. It will stop accepting applications for Rev 5 certifications after June 11. Additionally, FedRAMP said the 20x program is no longer a pilot, and it will start accepting applications for A certifications on Aug. 3 and B and C certifications on Aug. 31. Cloud service providers have to adopt these new rules by Jan. 1.
• CGI Federal named Alisa Bearfield as its new president. Bearfield will replace Stephanie Mango, who will transition to a new role as the executive vice-president and chief administrative officer for CGI’s global operations. Bearfield takes over her new role on Oct. 1. She has been with CGI for more than 29 years, including the last four as a senior vice president and business unit leader. CGI Federal has earned $1.2 billion in awards in fiscal 2025, with the State Department and the General Services Administration among its biggest customers.
• A top committee Republican has launched an investigation into tax delinquency among federal employees and retirees. House Oversight Committee Chairman James Comer is seeking details on the number of feds who aren’t filing their taxes. He’s also urging the IRS commissioner to take proactive steps to curb the issue. The investigation comes after an IRS watchdog reported an increasing trend in tax noncompliance among federal workers.
• The Defense Department has moved its GAMECHANGER policy search tool to GenAI.mil, the department’s enterprise artificial intelligence platform. GAMECHANGER allows DoD personnel to quickly search and analyze policy documents, often cutting research time from months to hours. Users will now have beta access to the capability through GenAI.mil, with full functionality expected later this summer. The chief digital and artificial intelligence office retired the application on June 26.
• Homeland Security Secretary Markwayne Mullin said his department is shifting its approach to contracting for immigration detention services. Mullin told House lawmakers last week that Immigration and Customs Enforcement will no longer rely on a Navy contract to buy detention services. That practice had drawn scrutiny over transparency and management concerns, most notably around a $1.3 billion dollar deal for a problem-plagued detention center in El Paso, Texas. Mullin also said DHS is re-evaluating the purchase of 11 warehouses that were intended to be used as detention centers.
• Food insecurity among military families has skyrocketed. That's according to the results of a recently released survey from the Military Family Advisory Network. The survey found that approximately 41% of respondents reported experiencing low or very low food security, up from 15.6% in 2023. The survey also found that for the first time this year, rising grocery prices were a key driver to families being unable to afford healthy meals. In addition, more than a third of currently serving families in 2025 said they had less than $500 in an emergency savings fund, or no fund at all. Rising grocery prices showed up as the top barrier to having savings, followed by spouse employment issues and housing costs.
• Agencies need to submit a post-quantum cryptography migration plan to the White House by mid-October. That’s just one requirement in new Office of Management and Budget guidance on the transition to PQC released last week. The OMB memo comes just days after President Donald Trump signed an executive order on PQC. OMB said agencies should spend the next year inventorying their cryptographic systems and developing plans for the transition. The memo said early PQC migration should begin in 2027. Agencies will have until 2031 to transition their high-value systems to the new cryptographic algorithms, while 2035 is the deadline for all remaining systems.
